For new mothers who have been on maternity leave for awhile, it may be a nice idea to mail the announcements to her office coworkers. Neighbors can also receive baby announcements. There are, by the way, more chances to receive gifts for the baby when more cards go out. Baby announcements can have any text the parents want. Certainly, at least the baby's name and birth details should be on the card.
